NT Logon Error

Recently a number of our users have been getting an error when trying to logon to our NT 4.0 domain. The error says that the "Server is unavailable, please try again later". If they continue to click OK, they eventually get in. This happens randomly and not always to the same users. Anyone have any thoughts?

Does it seem to happen mostly in the morning, or when people are first arriving to work & logging in? If so, could be a load/balance issue. I would also look into your license manager as peterve suggested.
