NT 4 NT4 TS Terminal Server console logon failure winlogon

After booting a Windows NT 4 Terminal Services Edition server that is properly service packed, the console logon prompt fails to appear. The background image appears quite soon after the blue bootup screen ...... clears but an invitation to logon never appears. We know the keyboard and mouse work because they can be used to enter the BIOS atc. before NT4 TSE starts. Microsoft indicates that winlogon.exe should start automatically before TS logon services to provide this screen. Pressing CRTL-ALT-DEL does not do anything although the invitation to logon should already have appeared by itself. There is no Citrix software loaded. Another NT4 TS server that works correctly has been examined for the HKLM\software\microsoft\windows nt\winlogon registry key settings, they are identical to the problem machine's. There is no automatic logon set up on either machine, they are as inIt is possible to connect to the problem server remotely and it seems otherwise operational. There is plenty of disk space, spare memory and cpu time. This problem affects the staff's ability to start up and close down / maintain the system. What happens if TS logon services fail to start one day ? Any light you can shed on this would be much appreciated, thanks - Sp6a

That problem is after You Have installed Service Pack6?
Is Your IE 6,5 or 4 ver???
I have problem as yours when i installed IE 4.0 from NT TSE, and than service Pack5.
THat seems You have an process on startand this process cannot be ended from eg. IE installation or upgrade.
That is when IE is not good installed on WIN NT 4.0 TSE.

Solusion
When Your SP is lower than 6 (that was last). You can installed remotely latest SP6, and than IE eg. 5.5 or 6

Perhaps that will be an Solution.

From remote connection You (logged as Administrator) can see what processes are on the console via Terminal Server Administration.
WInlogon must be in userreq - state.
You can delete process winlogon.exe if is, than winlgon.exe must execute automatically.
You can see another processes probe with cdmsvc.exe, smss.exe and delete it, and see what is on console, all this processes must automatically executed again.

Uninstall from remote console IE to previous version and install again
