NPR006 card parameter out of range

I am having a hard time understanding what the above means. I am statting the cards on a remote Opt. 11C PBX (25.4) and when I stat card 4 I get an NPR006. I then statted the T1 in LD 60 and it's on loop 4. Does that mean the card in slot four in this PBX contains the T1 card? When I tried building a phone on 4-0 I got an SCH121 (loop not specified in config as terminal loop). Please let me know if I'm on the right track here. Thanks all.
 
you can't stat a t1 (card 4) anywhere except load 60,, the npr is telling you that the card type does not = dig analog or trunk...

so can I assume that the T1 card is in slot 4? And another thing...I am fairly certain it's a single cabinet Opt. 11 but what does the below mean?
REQ: stat 11 (wouldn't this be the 2nd cabinet, 1st slot?)
CARD UNEQ
REQ: stat 12 (wouldn't this be the 2nd cabinet, 2nd slot?)
CARD UNEQ
REQ: stat 13
LOOP DSBL (why does 13 come up disabled instead of unequipped?
