It's an IP phone, Peter
Check if the user has a corresponding H323 Extn in Manager (in case you turned off auto create). Make one if it's not there.
Other than that, it could be that the phone needs a fresh start.
Reset:
Press the MUTE + RESET # (on the keypads that would be Mute + 73738#)
Wipes out the IP address, extension number, speed-dial, call logs, etc.
Clear:
Press the MUTE + CLEAR # (on the keypads that would be Mute + 25327#)
It's like a hard reset.
You can also do this in the boot sequence:
Press the * key when your phone is booting up.
Press the # key multiple times to skip through all the defaults until you get to the screen that says “Enter Command.”
Press the HOLD key and then type RESET #
Press the # key to confirm the reset.
or
Press the HOLD key and then type CLEAR #
Press the # key to confirm the reset.
