Notes Agent and ArcServer 2000

We have ArcServer 2000, and we want to make backup of a remote Domino Server. We have installed the notes agent, but when we make the backup it show´s a error that says that "can´t create the group". I see the documentation of agent and say that it show that "Open Files service" is not started (I only see that OF driver is work, but we haven´t any service!!)
If i install Open File Agent in that server, it works well...
My question is:
- I have to have the Open Files Agent in that server and buy the license?
