Not All Public Contacts Visible

I've written an program to copy contact infromation from a database to an exchange public folder using CDOEX.
See:
If I open the public folder in Outlook, I can see all the contacts that have been added from the database.

I have set the folder properties option to "show this folder as an e-mail Address Book" and, when composing a message, I can click the TO button and chose the public address book.

The only contacts I can see there, however, are the ones that were created using outlook. I can't see any of the contacts that were created by my program.

I know that the contacts were successfully added because when I simply open the public contacts folder, I can see all of them there.

Any suggestions?
 
I would suggest using ADSIEdit to check the properties of what you created and be certain that the contacts have each of the following:

Mail
mailNickname
