Not able to access Add/Delete Programs from Control Panel

Hi;
I am having a problem with trying to add or delete programs from my PC. When I open the control panel and click on the Add/Remove programs shortcut.....the timer comes on for about 2 or 3 seconds and then goes off. Is there some way I can get into the registry and fix this problem.
