Nortel Modular ICS with Panasonic cordless phone

I installed a Nortel Modular ICS for customer. I put a 2 line Panasonic cordless phone on ext. 417. I am only using the line one pair. How does the user transfer calls to the Nortel extensions? I know it is feature 70, but how do We access the feature code? Does the flash timing need to be reprogrammed for Ext. 417? Please help. Thank you!!
