Nortel MC32 Unequipped help

I've got a CS1000e system I've set up with a stand alone nortel rack-mount signaling server. In the CS1000e chassis, I've got a MC32 VGMC card that has a red light on it I cannot get to go out. The display is reading F000 (follower) when the sig server is hooked up and if I disconnect it, it will read M000 (master). I'm new at administering these, but I do have access to element manager and access to the call server via serial connection. I've got all the equipment plugged into the same data switch and can ping every address of each individual card and equipment (Elan & Tlan).

When I go to load 117 and stat serv, it sees the MC32 and says the link is up, but I need to know why the light is red on the faceplate and what I need to do to get it go out. Element manager is showing the card is unequipped, but I can see the channels on the VGMC (MC32) card. Basically I'm looking for help on getting this up and running so I can test VOIP phones. There will be no trunks or access to the outside world. My set up will be strictly for test purposes. Thanks in advance.
 
I just got a 2004 up and running fine. I'm going to play around with the 1140 to see what I can find.
