I have a CS1k with two Sigservers. Can I send 911(ONS) over the Network to an IP Address or only threw a PTY Port.

You send to a DN, if that phone has a display you can see who is placing 911 call.

I have it going to a set but I need to set up a SNMP trap and send it to a IP Address.

I have not or heard anyone done it before so if you get it to work please post..

The only way I have been able to get it to work is with a DL-150 unit on a TTY port and the alarm setup to send a SNMP message to an IP, email and text to cellular phones. I have never been able to get it from the pbx across the network. I would like to know if you discover how to SNMP straight from the PBX to a server.

I have not done this. I am reading up on it and the NTP 43001-719-02.02snmpfault says it can send any alarms up to 8 Ip Address. I will check it out and let you all know if I get it to work.
