Norstar MICS can't dial 911?

If we dial either 911 or 9911 we get an operator that says "We're sorry your call did not go through...." How does that happen? What do I need to do to fix this?
 
Could be a few different things. There could be a incorrectly programmed route, or a CO issue. Are you using a PRI, or analog lines?

Try dialing out on a butt set at the demarc to make sure it isn't a telco problem.
 
you are probably burying the 9 for centrex. check in programming services Feature **266344 >> Services >> Routing serrvices >> Destination code >> and see if you have a destination code of 9 and if you do what the actions on that code are, and what route is in use.

alternately get a butt set and clip on your outside lines at the demark and listen to what is dialed out when you do a 911 test.

We do have PRI lines. We've recently had someone come in and switch us over to PRI lines. Is it possible they could have programmed something incorrectly? What should I look for in the programming to see if they have done something incorrectly?
 
Follow jerry's instructions, or call the guy back out to fix his mistake. Dialing 911 is a big issue, and I'm sure they'll make it a priority.
