Norstar MICS and flash AA problem 1

Have a 4 port Flash. When AA answers, and you dial the 3 digit extension it directs the caller to the (Using the dialpad enter the extension you would like to reach loop).Won't let callers get to Mailbox. Need some advice

is VM enabled?
can they call hte extensions?

voicemail is enabled. Transfer to VM works fines when initiated by operator or user.
