I have a customer that has 2 local lines and then has 4 out of area lines that are forwarded to one of the lines. If the main line is busy and a second call comes in on a out of area line the call is rolled to the other open local line. If a 3rd call is recieved and both local lines are busy the incoming call is setup as call waiting but my customer can not answer it. I am not familiar with the Norstar system but is there a way to put the other call on hold and pick it up..We tried to do a FLASH with the receiver like you might at home. this did not work....At present I am recommending to add another Local Line.
 
There is also a link timer setting that you can play with the default is 600 ms it goes from 100 to 1000 ms in increments of 100.
