No rommon> at boot

I have a router with no IOS and I need to load one from a TFTP server. I have the procedures to load an IOS from rommon>, but when I ctrl+break the boot sequence I get a standard ">" prompt and not rommon>. I am unable to use the "set" command to set IP_ADDRESS=, etc... Any suggestions?....thanks in advance!
