no "edit" in context menu for batch files

This problem has frustrated me for a long time and I have never been able to find a solution.

When I right-click a batch file, the context menu comes up and there is no selection for "edit" or "open with". When I look in "Tools/Folder Options/File Types", there is no entry for BAT files. However, if I try to add it, the system pops up a message saying it already exists.

Anyone have any idea what is going on?

Here's a copy of exported branch for 'batfile' in my 2k registry (which does give edit option). Might be worth comparing yours.
