No Power Options

I have a winxp laptop that son has brought home from uni - it works fine execpt that it is configured to eventually go into hibernate. I would like to turn this off but in Control Panels although I have the Power Options icon when I try to launch I get a shor hour glass trying to launch and then nothing. It is as if there is nothing behind the icon. I have tried accessing via Help but no success. Thinging there may be some system files missing I ran sfc /scannow but it all went through OK. Any advice most appreciated.
 
Try logging in as Administrator and see if you can access Power Options there.

This is from powercfg /? at a Command Prompt

-HIBERNATE, -H <ON|OFF>
Enables-Disables the hibernate feature. Hibernate timeout is not supported on all systems. Usage: POWERCFG -H <ON|OFF>
 
It may also be in the Bios setup under Power managment, reboot and go into Setup.
