No Offline Address List 1

I'm trying to set up an Exchange 2003 server. So far, things look like they are working, but I get a sync error message for the offline address list. When I check the properties under Administrator, Server, etc, there is no offline address list and I can't browse for one - unless I create one myself. (I checked under Recipients, Offline Address List and no list is there. I can create a new offline address list, but, after reading as much I can on Exchange 2003, I was left with the impression that the Default Global Address List was suppose to be automatically created as the default offline address list. Am I wrong about that?) Also, even with the new list that I created, I still get the same error message. I unchecked Download Offline Address List under Send/Receive properties in Outlook 2003, but I still get the sync error of 0X8004010F. Any ideas?
 
Delete under the user profile the address book files, as I have to assume that they are corrupted.

%appdata%\microsoft\outlook\*.pab

They should be the *.pab (personal address book) files.

Then try to resyncronize the address book, again.
