NO Monitor signal !!!! Mom Board or other?

ok, I have a generic board, built buy CompUSA. 600+Mhz CPU with independent Video Card. System boots and appears to go through cycle but no signal to Monitor. Light remains in amber instead of staying green on monitor.

Attempted items,
Replaced Hard drive: doesn't change
Replaced monitor: doesn't change
Replaced video card: doesn't change
attempted reboot with boot disk: doesn't change.

My fear bad mother board ........?
this is a mini tower would like to keep cpu any suggestions as to possible fix? or something less expensive I haven't tried?

This may take a little time, but it might be able to figure out your problem quickly...

Disconnect everything except for your video card, memory and cpu. Short your CMOS (via jumper, per motherboard manual). Boot. See if you get a screen. If not, try a PCI video card. Boot again. This should narrow it down quite a bit.

I LOVE troubleshooting...
 
If you can, try the monitor on another computer to insure it is ok. Monitors can go bad. If you do not like my post feel free to point out your opinion or my errors.
 
ok, here goes, the power supply is putting out enough power through all ATX connectors per motherboard configuration,
tried three monitors, tried new vid card. working the jumper issue now, but not looking promising.
