No modem will function 1

I am working on a system that is running Win98 plus. There was a problem with the Modem (ISA), so I have tried to install 2 different PCI modems. One a conexant and another is a Creative. Both times I came up with the same problem. The modem loads properly, but when you try to log on to the internet it will say initializing, then opening port and it will just sit there. If i go to phone dialer it will say there is another device using the line. I deleted the old modem out of system. I checked in BIOS and it seems ok. Any ideas???

"Phone Dialler" has nothing to do with this. Disable it. Uninstall all your modems and let windows find it...then come back....we'll get you there.
