No Link on layer 3 copper port 1

hey all, I have a Cisco 2811 with a HWIC-1GE-SFP card which basically just provides an empty SFP slot. in the sfp slot I have a 1000BASE-T SFP or in other words a gigabit ethernet sfp module. In this setup, I know I won't be getting full gig speed due to limitations on the router's guts, but that's not my issue in this case.

out of that sfp, I am connected to fa0/0 on a 1700 series router owned by my telco which they are using to bond multiple MPLS T1s.

My problem is this: I am getting no link on the ethernet connection between the routers. I've never used this card and sfp module in this way before. Also, I noticed that I don't have any speed/duplex options when configuring the interface, only the "negotiation auto" command. but the rest of my commands worked just fine. here is the running config for that port:

Q. Does HWIC-1GE-SFP support 10/100BASE-T by using 1000BASE-T SFPs?
A. No. HWIC-1GE-SFP only supports 1000 Mbps in full duplex. "Speed" or "duplex" commands are not supported under the interface.
