No Free Lines Existing MICS 7.0

I have a problem with a MICS with a PRI and Analog lines. Every now and then the system takes a dive and wont give an outside line on the PRI or Line Pool A. Either when trying to access will give no free lines. It seems that I can still recieve incoming calls during this time but no one can get an outside line. I've seen a similar problem with 6.1 software but was able to get incoming calls on it when it would go down, it was a software flaw replaced the software with 7.0 and problem was resolved. Pulling my hair out now, anyone got an ideal of what it could be???????

The best way is to have a phone 7324 programmed with all the lines that you can bring with you this way you can verify dial tone on trunks use to dial out on.
