No dialtone on complete loop

I have an option 81 that has some single density cabinets we use for analog phones, we have a loop that has no dialtone, do a stat and it shows all good call a dn on the loop do a stat and it shows busy.Have done all the logical things enll disl changed cards but can't figure out the problem help please.
 
post that loop out of 60 and its RDB out of 21
 
These are just TERM loops, like I said these are off old SL1 cabinets not SUPL's Can't print off of 60 or 21 just show up as TERM loop in CONFIG.
 
Good old SL1 blue cabinets.
Check the fuses on the bottom and is your 64k buffer working ?
 
I have swapped the buffer card a couple of times with known good cards and have also checked for fuses in bottom of cabinet.
 
Check interconnecting cables.
They are usually in a area where people can know them loose. Make sure they are secure and if you have lost connectivity with the main switch, you will probably have to reboot the old blue.

Or as a minimum,
DISL the loops
Reseat the Buffer card
ENLL the loops
 
Did you pulled the super loop card in the M1 and check all the cables just like Tanselm suggested.
