No Desktop after log in

I have a remote server that I can logon to. When I login
as Admin there are no desktop icons or taskbar. I had
someone login at the actual site and they said
they were getting the samething. When they ctrl-alt-del and try to run a new task the window closes. The server runs an Oracle db and it is up as I can run the application and it connect and gets data. The same thing happened when it was booted into safe mode.
 
I used to do an old trick where I would kill explorer.exe on a system at logon, however it could be defeated by starting exlorer.exe from Task Manager. Could be a variation on this old trick.
 
Whenever I tried to start a new task with task manager it closes immeadiately after click start a new task. Any other ideas?

 
Can you get to it via a remote regedit and look for somthing out of the ordinary? Could be a needle in a hay stack. Have you tried a remote virus scan?
 
Probably a corrupt profile. Re-create it.

Corrupt profile, or issues processing GPOs if you have a firewall between the server and DC.
