no application firmware 1

I'm trying hook up a digital phone 1416 and getting a no application firmware / Flash memory failure. Did some googling and found that I should try upgrade to the latest firmware. The current firmware is 9, the latest I see here under the File->Advanced->Upgrade is 9.1

Is this a necessary upgrade, also read that I have to buy a license for the 9.1

Other options I saw was to point the TFTP/HTTP and have memory card selected but this was already set.

I have seen that as well on 9.1
Reboot the IPO and hopefully it will work.
