NIM bosinst error 0613, Add Route Failed

I'm pushing a NIM rte bosinst from an AIX 5.2 server. Getting LED 0613 (add route failed) on client after bootp success and starting software message. Server and client are both on the same subnet. Ping test was successful. Any ideas?
