NIC timeout setup?

Is there a setting in windows that can determine how much time will pass before the NIC registers that it has no connection?

Help me here. By recognize that it has no connection, do you mean:

. No connection to say a switch or router;
. No connection to a web site when you specify the URL

It is electrical and immediate.
