Newsgroups in Outlook 2003

I inadvertantly deleted the NEWS button from the menu that is used to access newsgroups. In going through the steps to restore it, the option is no longer there.
I have tried to reinstall Outlook but that did not work. Does anyone have any idea how I can replace the NEWS button or otherwise access my newsgroups in Outlook 2003?

Outlook 2003 uses Outlook Express to view newsgroups. When you configure Outlook to view newsgroups, Outlook Express Newsreader will open automatically.

1. Configure Outlook Express to connect to your news server.

2. Start Outlook.
From the Tools menu, select Customize.
Select the Commands tab.
From the Categories list, select Go.
From the Commands list, select News.
Drag News from the Commands list to the Go menu, and then select where you want it to appear in the menu.
In the Customize window, click the Close button.
From the Go menu, select News.
From the Folders list, select a newsgroup.
Click the Yes button.

Repeat the following for each newsgroup to which you want to subscribe:
From the list of newsgroups, select the newsgroup.
Click the Subscribe button.
Click OK.

Repeat the following for each newsgroup to which you subscribed:
In the synchronization window, select the newsgroup.
Click the Settings button, and select All Messages.
Click the Synchronize Account button.



 
These steps are exactly what I did to originally set up the newsgroup reader. The problem occurred when I realized I had dragged and dropped it on the standard menu bar, next to GO. When I attempted to drag and drop it to the GO menu, it vanished and I am unable to find it.
In attempting to repeat the steps, NEWS is no longer available to drag.
Do you know how to find or restore it under these circumstances?

Diane Poremsky, Outlook MVP explains in more detail:

To get the News command back, go back to the Programs tab in Control Panel | Internet Options and change the default newsreader to Outlook Express. If OE prompts you to make it your default newsreader the next time you launch it, click the "Don't ask me again" box and then click the No button.

To make the change persistent: Look in OE itself. Remove the option to make it the default news reader.
That option should ONLY be set in Control Panel | Internet Options.
