new windows pops up

I don't know if the problem is in my browser settings or what but when I open a link in new window and keep viewing the previous browserwindow, the new window, which I opened pops up on my screen when it is completely loaded. Do you understand? I don't..

no it isn't, it hasn't always been like that. before when I opened many windows the window just started to blink in taskbar when it was loaded..
