Every time I try to install windows on this computer, I get a blue screen error

Windows has encountered a problem and shut down to avoid damaging your system, If this is the first time you have encountered this error, please reboot your system.

Try a new Video Card, Try disabling Bios Caching, etc..

Ive tried a working video Card, Ive tried a different Hard drive, Ive disabled Video and System Bios Caching... Ive tried a different CD Rom, Ive tried even a new windows CD...

Nothing seems to help... I seem to get the same error every time i try to install

I Partition the drive. I format the drive, the moment it tries to end format and start install, the system errors.... Any ideas?

See if any of these help you.

Run the Windows XP Upgrade Advisor.

You can use the Microsoft Windows XP Upgrade Advisor tool to audit the current status of your computer and get a report of known hardware and software compatibility issues (based on Microsoft testing before release).

Upgrade the Computer BIOS.

Before you start the install process, obtain and install the latest basic input output system (BIOS) upgrade for your computer from the computer manufacturer. If no Bios update is available set bios to original defaults. Make sure any Bios anti virus scanner is disabled.

If you've got USB devices, unplug them until you're done with the initial install, then plug them in and install them once the system is up and running.

There have been instances of faulty RAM causing this problem too. You can check your RAM out with these self booting programs.
