I have a single Win 2k Server and want to replace it.
What is the best way to Move all all securiy info, User folders etc to new server.

I already know about joining the domain as a BDC then demoting the PDC but that doesn't get everything. I would also like to move all shared printers Etc. Is there a tool out there to make this Easy?
 
your win 2k server... i gather from the title of your post that it is a domain controller.

to 'copy over' Active Directory:
you can add a 2nd server to the domain as a member, then run DCpromo to add it to the domain...
it will replicate all that is in active directory.
then, in Sites & services, right click on your new server object and make it a global catalog...
then leave it all for at least a day!

with windows 2000 + AD, there is no longer the notion of PDC and BDC, each DC holds a writeable replica of the domain.. except for special roles....
when you run DCpromo on your old server to demote it back to a member server, these roles will transfer to your new server.

for the user folders, you can either use msbackup and restore onto your new server, or use command line tools like robocopy or even xcopy... as long as you specify to copy over the security info (ntfs permissions...)

what other roles does your old server have?
eg DHCP, DNS, WINS... printers, etc...

Thanks for the reply. This is the only server and it does DNS, DHCP, And Printers.

Is there a way to replace the AD Controller Keeping the Same NetBIOS name and Xferring Printer shares etc without going to each Workstation and readding the printers? or do i have to make a log in script to do that.
 
Keeping the same name is gonna be tough, with it being a DC, you can't rename it.
and you'll need it to be a DC to replicate with the old one.

what you could try, once the old server is turned off, is to add an alias to dns, referring the old name to the new server...

by the way...

to transfer DNS, just install DNS server on your new server, and make the zones active directory integrated...
and enable dynamic updates...

for DHCP:
better off recreating manually the same scope and reservations etc... then stopping shcp on the old server...

make your changes 1 by 1 and let time pass between each change, that way you shouldn't get in a sticky situation...
