New Intranet Development Questions, any help appreciated!

I am making a new internal web page for our company, and have a few questions. I have made a few web pages with basic HTML commands, but i am trying to make a submittable form for employee requests, ect. Problem is, we are on MS Exchange, and i can't use the mailto: command, because none of the users have an internet mail account set up. Is there another way i can submit a form? Either using the MAPI client, or posting to another web page would work, or submitting it to a databse would really be great.<br>
I know nothing a bout PEARL or CGI scripting, except for bacis mailing functions. Do i need to have PEARL or CGI loaded to another directory, then have the request sent to the application to obtain the results? Like i said, i'm very new to this :)<br>

First, what server are you going to use to run the Intranet?<br>

Second, what kind of software do you have available, or are you able to purchase (IOW What kind of budget do you have)<br>
