New Intel VC820 Motherboard boots up for a moment then shuts off?

I am putting together a Pentium III 1ghz system with 128MB of Kingston PC600 DDR Ram on an Intel VC820 board. I can't get the entire system to boot up so I can update the bios and finish up the system. Only the power light comes on and the fan for the processor for a few seconds then the entire system shuts off. I made sure the ram was put in properly and the continuity chip, both banks of memory are occupied. I dont know what else to do anyone has any suggestions or have you run into this problem before?
 
This is a repeating problem. Generally relates to power being overloaded and the power supply crowbaring. Ed Fair

I think Ed is right. A friend had a similar problem that was fixed by a better power supply.
 
Thanks for the quick responses. Here is the make up of the load on the motherboard: two cooling fans, processor fan, Hard drive, floppy drive, CDRW drive, DVD drive, and an agp video card. So do you definatly think this would be to much on the system that is in an ATX case and Motherboard form factor?
