New intel system won't boot.

New intel system won't boot. A green displays on the motherboard, but no fans come on and the system won't boot. How can I know what the problem is? This is a Pentium 4 2.4GHZ on an intel motherboard D845EBG2. The power supply is ATX 12V. Is there any diagnostics which will tell me what's wrong.
 
Start with the obvious. Did you connect the power switch in the front to the MoBo?
 
Yes, I had properly connected the power switch to the motherboard but no success.
 
Is there a case speaker that needs connecting? Make sure that's done.
You might try flushing CMOS with the jumper...if there is one. If not, take the battery out for awhile. (Of course, do the flushing with your machine powered off and unplugged!)
I'd double-check the switch connection...they can be tricky. 180 degrees rotation makes a big difference sometimes.
For sure the power selector on the power supply is set for 115?
Start with the barebones...the machine should try to post...and then's when you'll hopefully get beeps. The BIOS beep codes for your motherboard may be found by searching with the BIOS name...adding the phrase beep code.
Even with a bum CPU or RAM you should get indications from the system that lead to you discovery.
