I just got a new HS+Fan for my AMD Athlon 1.2GHz (200MHz FSB).

It was HUGE when i opened the box - twice as big as my current one! It fitted..just. It is almost literrally resting against the PSU. This means that the CPU temp (according to "SpeedFan") is now about 5oC hotter.

HOWEVER, it doesn't crash anymore after being at near full load for a few minutes. I think this is because it has much better airflow than my previous one (31.5cfm).

I am very pleased it doesn't crash anymore (and it's MUCH quiter too :))

BUT, is 65oC safe for 100% load when playing a graphics-heavy game?

In the UK, in a moderate climate, fitted on a 1.2, 65C is at least 15C over what I would expect.
A Thunderbird 1.2 with a large modern heatsink shouldn't really touch 50C under load.
I would expect idle in the low 40's C and max in the mid to high 40's C.
I know you aren't running any extra case fans so low 50'sC
MAX.
65C is just approaching the crash zone, under 60 C is normally safe and stable.
Have you applied thermal paste correctly, is the heatsink sitting squarely and on the correct way around? (recess in base positioned over the socket A writing)
Is the heatsink catching a capacitor preventing proper square contact to the CPU core.
Personally I would remove, clean off old thermal grease or pad, and re-apply a very small amount of paste to the raised core of the CPU (2-3 rice grains) in quantity and carefully refit.
It is worth pointing out that several motherboards out there incorrectly report high system and CPU temps, these are nearly always resolved by updating the bios on the motherboard.

I followed the install instructions exactly (from the website), but i just think it's because its so close to the PSU thats its hot.

I'm getting a larger case with a side fan on as soon as I have the money (Christmas Probably).

Well you know best obviously.
