New blank record

When you click on the new record button the navigation buttons on the bottom of the form it opens up a blank record, which is fine. But does anyone know how to stop this happening when you use the scroll bar on the mouse.

So can you stop a new record opening unless the user specifically clicks on the new record button the navigation bar?

This is for MS Access 2000
