new agp card, mb has power but computer doesnt turn on 1

I installed an agp card into a newer motherboard and the motherboard lights show power but the computer wont start unless you take the agp out. Is it a possible voltage issue or Im I forgetting something else?

You're definitely forgetting to post the information one needs to think about possible causes.
What type of mobo,vga card e.g.

Have you:
Disabled onboard video or set first display to AGP (done in the bios)
Does the new video card require an extra power connector (many newer high powered cards require either a floppy or molex power plug connecting to them in order to work)
Reseat the card again!! often they just aren't fully home in the AGP socket.
Don't forget the monitor now needs to be connected to the new card and not the onboard VGA connector (priceless I know, but we've all done it)
Does the new card have any known incompatibility issues with your motherboard?

Without having specifics on the system and the card this is just a blind suggestion. I recently upgraded my AGP Vid card to an Nvidia FX 5950 Ultra. This card required more wattage than my standard PSU could provide. I knew this before trying to install the card so never experienced whatever potential issue could come up. My standard PSU was 250 Watts and this was not sufficient for the new card.

I would check the requirements for the card and confirm what the output on your PSU is.
