Network vs Carrier

changes were made where calls to/from 571-468 will go over the network vs the carriers.

Not understanding how this is accomplished

• When i place a Call on my 9641 IP Phone

i use AT&T LD 8 + 1 571 468 xxxx

How is it then connected to the Network?

AAR calls are generally go over your private network, ARS go out the public network, list aar a xxxx to see how the call is treated.
