how could I maintain the time server unchanged without designating an external time source
my time server is decreasing and all workstations are synchronized with it

My logic says that if your Master server that is running slow then you MUST have an external source - or manualy change the time.

The command for the setting the source is net time \\computer /setsntp

All your win2000 and xp workstations will be sychronized automatically with your Master server(PDC Em).
