I am new to administering servers and the network. I am receiving some very spiky ping responses back from my PDC running NT4.0.

I would like to find out what is causing these spikes. What tool can I run during working hours that is not going to cause the network to slow down further?
 
Have you set a base line with performance monitor? If you have compare these averages against your average now. These indicators will give you an idea of what the problem.check the cpu usage, length of q, page faults etc... your problem could be anything. If you find any that are abnormally high you will then know what to do. Remember you will get spikes, that natural. Also don't monitor so much that it taxes the network.

Also don't ignore cables, cards and routers.
