Network drive - NTFS permission issue ?

we have a network drive, its root level have folders ...

A,B,C, .....


under A, B, C
we want people to be able to add/delete/save files and folders

but not directly in the same level as A, B, C

I have


root level (same level as A, B, C) ------ read for domain user, full for admin
inside of A, B, C ----------Change for domain user, full for admin

however user still able to drag one folder off the root level (ie one of A, B, C ... folders)
into other folder off the same root level, some times user inform me that root level folder A has gone into B .... very annoying problem

how do we avoid that ?
