Netware 6 high utilization and slow throughput

We have Netware 6 SP3 running BE9.1. But the server utilization is high during the backup(54%-58%). And the backup throughput is so low(650-700kb/min). Veritas blaims Antivirus, but w don't have the AntiVirus software loaded on this test server. The memory is 700mb.
We ran another backup and the job just stalled and sitting there. We have to reboot server as server's resources were maxed out.
Any suggestions?
