Need to receive copies of emails from specific domains

Is there a way for me to receive a copy of an email if anyone of my users sends/receives to/from a specific domain?
Meaning when someone@specificdomain.com sends one of my users an email, i need to get a copy of it. or when any one of my users sends and email to anyone@specificdomain.com i also get a copy of that email.
it would be nice if the user didnt know about it!
I am on Exchange 2003 Enterprise for my backend and 2003 Exchange standard for my front end server.

I wouldnt think those types of permissions would be created by MS.

If you want to do it the nice, straight up way, on the user mailbox (in outlook) create a rule stating from @specificdomain.com is forwarded to your email address.
 
the situation is that a previous employee may be emailing any one of hundreds of employees to gain company secrets, try to steel them from us...ect. so the boss wants a way to watch emails from this other company. going to every pc and setting up that rule.....there has got to be an easier way?
 
A company I used to work for had a similar problem, and made use of Mail Marshall to do what you want to do.
