Need to optomize for heavier load

I am running Apache 1.3.26 on Solaris 8. I have users starting to get "403" errors ( on ocassion). My logs look like I'm getting much heavier usage now. However my server usage shows NO significant load.....

It appears that I need to tweak my .conf settings. I am trying to understand the relationship between
Clients
Threads
Servers

I find conf file directives that tweak these. But I don't really find anything (ANYWHERE!!?) that clues me in on how to tweak these.

Would love to be able to pick someones brain on this.
