Need to connect to a sysbase database with DTS?

I need to establish a connection with a sybase db so that I can query and open a recordset with an sp. I can't use the ODBC linked server option as the server isn't working correctly. However, I can import data using 'Other(ODBC soucre)' that was generated when I choose the sysbase datasource. How can I setup a DTS connection to work as a 'linked server'?

1. Be sure your Sybase SQL.INI file is set up on your SQL Server box
2. Use a Microsoft UDL (data link file) as the DTS Data Source in addition to an ODBC definition...

Unfortunately, the ODBC drivers are not working on the server and we cannot fix them as they are maintained by the company we consult for. I will try to find a work around.
