Need help with downed Avaya CMS link after enabling EAS

Hi, i inherited an Avaya CM 7.01.0.532 system for which i am trying to enable EAS. Looks like we have all the licenses but when i enable in System Param Features, the CMS link goes down and will not re-establish until i disable EAS. Any clue what i'm missing? i tried bouncing the data collection via CMS supervisor but that didn't force the link up.
 
There's a spi.log somewhere in cms

Probably a mismatch in the cms switch settings
 
When you add a new ACD in CMS you will be asked

Is Expert Agent Selection enabled on the switch? (y/n):
