need help in connecting 2003 server to 2000 exchange server

I'm very much a novice at this so please forgive me if this is the wrong forum. Here is what I have and what I am hoping to do. Site 1 is running SBS2000 with exchange. There are four workstations at this site. No issues here. At Site 2 I have four worksstations that have been connnecting to Site 1 via VPN without a problem. Now I have added a 2003 Server at Site 2. I added it to the domain and promoted it to a DC without a problem seemingly. My thought is that the workstations at Site 2 can log onto the domain via the 2003 server and have only one VPN connection instead of each workstation making its own VPN connection, thereby hopefully speeding things up a bit. Here is where the problem arises. Testing the setup, I logged a workstation onto the domain without using the workstation VPN connection. I was able to log on ok, but when I opened Outlook I could only open my own mailbox from the exchange server where previously I could open mine, plus the comapany mailox, and the public folders. I get a message saying exchange is unavailable. Any ideas?
 
It is not a GC that I am aware of.
 
If it's a DC in a remote site, it should be a GC.

OK, I've changed it to a GC, but when I log onto a workstation, I still get the messaage that exchange server is unavailable. Maybe there is another setting I need to make or do I need to reboot the remote server and then give it some time to go through a replication.
 
Well, it's not going to instantly be a GC. It takes a while.
