Need an application

I'm a so/so cf programmer - i'm working with someone who has a database of information he would like to sell to the general public (something like a mailing list but of businesses for a specific target audience). He wants an application that the user can register with and then log onto at anytime to pick a region of a state (which would be set up in the database) and get a listing of agencies in that specific region. He would like to charge the users per download of each region not per membership (i.e., one user could download 20 regions for one fee - that's not what he wants).

I'm not sure if there is an application out there that i could purchase and start with instead of trying to recreate the wheel - any thoughts would be appreciated.

You can't hire here, but you'll need to hire someone, and you'll need it to be programmed to accept credit cards (through one or many payment processors... that way its very plug-n-play.

The user system would be easy to build... the system listing all available packages would even be easy... And if you have a programmer that says its hard, find a new programmer. (It may take a while, but it won't be hard)

The credit card bit could get a little iffy... but its not that hard to do...

You'll need to be up front with your programmer that you'll need the site to work with things like Paypal's IPN and Authorize.Net's "IPN" (that's not what they call it, but its the same sort of system.
