Navigation Design - Ideas? Recommendations?

Hello all,
I am trying to develop a user-friendly, efficient, and stable form navigation design for an assessment section of a db I am modeling. The assessment contains a total of 73 questions. The assessment is designed to take staff about 2 hours or less to complete, but the nature of our work may mean that staff need to stop and start entering data at various times. I should also explain that I have broken down questions into groups of 3-5 on tabs as subforms (one subform contains 3-5 tabs, each tab is a question).

My idea is that when the user begins entering an assessment, there will be two forms open. 'FormA' will be a mainform with an unbound subform 'subSourceOb'. 'subSourceOb' is used as a placeholder for any given called subform of the questionaire. 'FormB' will be the primary navigation form. The user may then navigate in two ways, either by jumping to various sections of the assessment with buttons on 'FormB' or by clicking forward or backward on each 'subSourceOb' that is called.
I also plan to include some sort of 'bookmarking' so that should a staff need to stop entering an assessment prior to completing it, when they open the assessment next time, it will start where they left off. This bookmark would be an option on 'FormB' rather than 'FormA' or 'subSourceOb'.

A couple of questions:
Is this method a preferred method for handling this type application or is there a better way?

If this is a preferred method, are there any particular problems I should anticipate when getting into this?

If there is a better way, please explain. I am just starting to get into this and am looking for insight.

If I have not explained this well, let me know and I will try to be more clear.
