native vs language pack

Greetings:

Does anyone know the difference in 2000 and XP between
English set to a foreign language and the native foreign
language OS? I need to figure out if I set up English
systems and just change the language if it will be the
same as installing the OS in that language.

I have had this problem 1 year ago (W2K). My advice: install English version with your language as alternative. About 5 years ago I took trouble over VS (and some other products) installation on my localized NT WKS OS (plus OS patching problems every month). Now that's OK (with localized Office).
May be I'm wrong but it seems the native OS is more better...
