Nars Bars Question? Can't break dial tone.

Is it a matter of NARS BARS that users can not break dial tone on a second consecutive ACOD dial?
A user (on Option 11 with a TGAR of 0) accesses a PRI route (with a TARG of 1) by dialing ACOD 720 to get to a remote location. Then the call is on an Option 81. The user accesses an additional analog route (with a TARG of 1) by dialing 530? . Dial tone is accessed but additional digits cannot break dial tone.
I trouble shot this, but everything looked fine in programming as far as I could tell.
1 Does this explanation make sense.
2 Can the inability to break dial tone on the second route have anything to do with NARS BARS? Or is it anotyher thing?
This dialing system apparently worked before changing out the phone system.

 
you bypass bars/nars when you dial acod.. your keypad is timing out OR the second switch will not allow the tandum call

Thanks John I will look for keypad timeout, since all else should be unchanged.
